residency card confusion

I have searched the forums and haven’t been able to find the answer I am looking for so I’m hoping someone can help me out. I am an American citizen living in Spain working on contract for an American company. I arrived here in February of 2014 and will be working here until August of 2017. When my contract is up I hope to purchase property and run a business. I have an NIE, a Spanish bank account, and I am empadronado in my city. What I am confused about is the Residency Card. From what I understand, having the NIE is one half of the card, but to actually get a Tarjeta Residencia I need to fill out a separate form? What I’ve seen on the internet says that I have to apply for the card within 30 days of arrival in country. I received my NIE within a few weeks of arrival, but I am now well out of the 30 day window for the card. Will this be a problem? I live and shop in the Spanish economy but I am wondering if my not working for a Spanish company will affect my ability to get a card. Also once the card is received am I then liable for Spanish taxes? Thanks in advance for the help and I apologize if this information could have been found elsewhere.
