American w/ Belgian Residency needs NIE

Situation: I have been living in Belgium for more than five years. I am in the process of starting a business in Castellon. The business has been constituted as a S.L. I am not on the incorporation documents as a member of the partnership, but I am legally written in as the Director of the business. I have been told that I have to have a NIE in order to exercise the powers granted by the incorporation documents.
I went to Benidorm (I am currently residing in Altea) to the Comiseria de Policia. There I was told that I can take a copy of the incorporation papers and my passport to what ever the juridictional party is in Castellon to reuqest a NIE.
I should also mention that I have been working as an independent contractor in Belgium. I have a work permit as well in Belgium. Of course, that is not applicable to Spain.
Question: Do I need to have more than this to aqcuire that blasted number? Several posters wrote about making appointments to apply for the NIE. Is that really necessary? I have also been told that I could have the company solicit a work permit from the Ministy of Trabajo. How long would that avenue take and if I am the director do I make my own solicitation? What are the other possibilities for a non-EU citizen/EU resident with regards to obtaiing a NIE?

I dont see why you cant go to Alicante and get it the same day:

Open to the public from Monday to Friday, 09:00 to 14:00.
Be there as early as possible - although I think the queues are likely to be shorter at the moment.
I suggest you keep it simple and dont get involved explaining about your company just say you want NIE to buy a property.
Take a completed NIE form EX-14:

In section 3 put Social and for detail Comprar de Vivienda.
You will need a photocopy of EX14, plus 2 photos, plus passport photocopy. No fee is involved. If your Spanish is not good I suggest you take a translator.

Thank you all for the replies. I have been away on vacation and am just now seeing them. I applied for the NIE in Castellon. Sad to say that I went to pick it up and it was nto yet ready.
My first encounter to solicit a NIE was with a rather nasty civil servant who told me that I will never got a NIE from her. It could be that I gave her too much information. Her attitude seemed to suggest that she was offended that I would want to work in Spain. Even though I am creating jobs and adding to the economy, I was not welcome. It's as if the information she possessed was made of gold and she needed to protect it at the cost of civility. A very rude woman, that one was. Whatever the reason, her knickers, as the English say, were very twisted.
I went to an adjunct office to apply. At the other location the service was 100 times better and they accepted the application for the number without any fuss.
I shall return in 15 days, apparently, nothing gets done in the month of December, to pick up the card. If that fails, although I don't know why they would refuse me, I can go back to Belgium and go through the consulate there.
