Indeed, I am a bit confused! I read all the informations provided on the that page but when you ask for the work permit, I saw many documents must be given by the employment. However, when you get accepted in job offer (infojobs for example), they ask if you have a work permit or not!

Right, 99% of jobs will require you to already have a work permit because most employers are too, ahem, lazy to do it for you. Aka, the low hanging fruit are the Brits and other EU-ers and there seems to be plenty of them.
