Dangerous dogs in Spain

Hello,

I hear there is a license you can attain to prevent the muzzling of potentially dangerous dogs in Barcelona Spain. Does anyone have experience with this? My dog is far from dangerous but is stereotyped due to breed.

Also, if anyone can recommend an English speaking vet it would be well appreciated.
