ok I?m from Tunisia and my wife from EU country we are living in Spain I have Regmen comunitaio resident card of 5 years and I?m autnomo here in Spain all ok good for me I declare my work income and all ok ,,,,now I open shop in my city for public and I need to accept employees so I thought about my brother who lives in Tunisia and he finish hi master degree so for me better work for me my brother any help how can I invite him or what process t do to obtain work permit for him from Spain

That will probably depend on a few things. As I understand it, you'll have to have a proper company (http://www.spainexpat.com/spain/information/start_a_business_in_spain/), not just self employed. Second, you'll have to go through the rigor of getting him a work visa (http://www.spainexpat.com/spain/information/work_visa_in_spain/) - never very easy.
