In a word or two; yes you will need full public liability insurance.
You will also require a Taxi Licence...

Hi,
Thanks for your reply, are you sure when starting a airport transfer service I need a taxi licence ?

To do it legally, yes you do.Taxi drivers need a licence what makes you think you can take away their living doing the same work without one.Would you do this in the UK ?

Hi
I dont think I explained myself sorry the service would be a on line booking transfer company to pick people up from the airport to take them to their accomodation I will not be picking up any passengers from without a bookingor on the street I am not intending on being a taxi service that is why I dont think I needed a taxi licence, do I ?
Thanks again for your time and help

You still need all the relevent insurance and licence as you will be taking passengersin your car. This is still classed as hire and reward in Spain.

You'll need to license and you'll be in a long list of businesses, like this one for instance.

There are hundreds based all around Spain and her airports, the hardest bit is trying to get away from them.
