I heard there is a list or searchable database for persons who owe debts on properties in Spain. Anyone know whether this is in the public domain and how do you search it or what website it is.

There are credit reference agencies all over the world, most are international.

Equifax Espana and Experian Espana are the main ones used by financial institutions and business and they are now allowed to share info accross boarders, so your Spanish debt is lodged and available to view all over the world.
