Phone Line installation help!?

Hi, I live in an urbanisation in Cabo Roig, Orihuela Costa. I assumed that getting a phone line installed would be no hassle, but having tried to register for one with Movistar, I got a message that currently ADSL is not available there! Is there anything I can do (I need a steady connection for my job and the wireless / satellite thing I have right now is awful)?

Any help would be greatly appreciated.
