Is a barber in business even if he doesn't own the shop?

Is a barber in business even if he doesn't own the shop and only has a barbers license? Or is he an employee of the shop, thus making only the barber shop owner a business person? If the barber is considered a contractor, then are contractors considered business persons or only the franchise or store/business owner that they are contractually signed to?
