Work Permit

I work for an international company that is relocating me to Madrid.  The immigration law firm seems slow to me in getting my work permit filed.  Write now I’m at 9 weeks without the work permit being filed.  Can anyone give me some feedback as to whether this is normal or whether the firm I’m working with is usually slow?

why do you need a work permit? If you have an EU passport you can work where you like, if you are going to be resident you will need a NIE? (the NIE is only really need for doc.s and bank accounts)

I’ve got a US passport and will be also get a residency in Madrid once I get the work permit and visa.  I just felt like the law firm our company hired was taking a long time to pull the documentation together to submit (9 weeks).
