Alterations to buildings before community set up

Hi I would like some info with regards to alterations to property before the community set up. I have installed a conservatory on my sun terrace. It was installed before the community set up and I can not find any information with regards to the legality of the aforementioned conservatory.

I have been told it does not need planning permission if it is wood, upvc or glass.

But I have now been told that it is against the horizontal property act.

Have read this document but it all relates to the community after set up.

Help can any one help me here.

I have one neighbour who is causing a fuss. I have been told in the horizontal property law that it only takes one person to object and i can be made to remove this. How likely is this and how do i get a minor building permit.

This is causing me so much problems. I am the president of my urb and have enough to be doing without worrying about this as well.

Any info would be greatly appreciated.
