It may be a little early to think what you are going to spend the money on as it is also reported that the UK Government are looking at introducing a temperature test to ensure that those in hotter locations are not paid for something the Government can stop.

My understanding is that it was paid to those over 60 to assist in paying higher winter fuel bills in the UK but the EU have said it should also include expats who reside in the EU, this has raised the question of those expats living within the comonwealth, should they also get it. So if this is the case, then 2bn Indians could also get it.
