I have to use the Traffico office at Alicante but I guess they are the same throughout Spain - Busy!
So try and help yourself:
Tip 1
Try and find the right form from their web site http://www.dgt.es click on Tramites then Modelos and Impresos
You can download it, fill it in and print to take with out thus saving hours q-ing for the form
Tip 2
If at all possible avoid start of month/end of month - everyone else is there renewing licences!
Tip 3
The first thing you have to do when you get there (assuming you have the form and all of the other things you will need ie Passport, Residencia (old or new type) Padron, Passport (just in case) NIE, photos, old licence and Denuncia if you have either had your Spanish driving licence stolen or lost it plus of course photocopies of Everything) is go and pay at the CAJA then they will give you a number to be processed.
(Traffico take money - you dont have to take a form to a local bank to pay)
Tip 4
Be ready to go to the right desk when your number comes up - have your papers ready and your Spanish!
Tip 5
Dont park on a Vado whilst you are in Traffico!
