Can someone please explain what this means? Regarding work/residence visa & contract -

I believe I understand what is being stated below, but if someone who may have a better understanding of this process could clarify I would greatly appreciate it.

I am in the process of trying to acquire a work contract and have mailed all my paperwork to the employer for them to process a work contract for me. This is what I was recently told:


“Now, we are waiting for the employers needs, in Spain, (needs for wiches the spanish people are not suficient, so the governement needs foreigh people)  from the governement in April, to colocate your process in the right pleace, and then to ask the permission.”

Hi Sagar,

The Spanish government publishes a list each trimester called El Cat?lago de Ocupaciones de Dif?cil Cobertura. Basically it gives a list of jobs for each province that were difficult to cover in the previous trimester—meaning that no qualified EU (or otherwise legal) citizens were presenting themselves for these jobs. If a job appears in that list, an employer can use a faster approach to getting approval for hiring a foreigner. So, for example, if a company in Madrid wants to hire you as a salesman but it does not appear on the list for Madrid, they have to first advertise your job on job boards in Spain and Europe to try to get a qualified EU worker. Then, after several weeks if nobody has applied, they can request permission to hire a foreigner. But if instead of saying they want to hire you as a salesman they say they want to hire you as a cook or cleaner or some other job that appears in the Catalago, they can skip the step of advertising the job and apply directly for permission to hire a foreigner. They could then have you work as a salesman but tell the government you’re working as a cleaner.
