Some US red tape help, please

Hi, I’m curious about how to get my husband a green card and if its worth it.  Let me state some facts and maybe someone can give me some insight.

1. We live in Spain and don’t necessarily have plans to ever move to the US, but if we had to, I’d like the paper process to be over with.
2. He’s Venezuelan by birth and Spanish by his mother.
3. We’ve been married more than 2 years (I’ve seen that’s important on the .gov websites)
4. He lived in Miami for 6 or 7 years on his mother’s business visa.  This was with his Venezuelan passport. 
5. He worked in Miami, so has a SS number and Alien Registration Number (don’t know if these expire?)
6. He later returned to Venezuela and his US visa expired without renewing it.
7. When he reapplied twice just to visit his mother, the US Embassy in Caracas denied him a tourist visa both times.
8. We would now use his Spanish citizenship when applying for a green card.
9. Neither of us has been married before.
10. I’m an American citizen born and bred but have lived 10 years in Spain as a legal alien.
11. We were married in Spain, but the ayuntamiento gave me the necessary international marriage certificates for the US and Venezuela, just in case.

If anyone else has been in the same boat and can offer some advice I’d appreciate it.  Thanks!
