Water leakage

I bought my place in Spain about a year ago. 2 months ago my water went off. I called the Water board and they said they knew nothing about it. My meter is about 1/2 mile up the road so I went up there and when looking at it, it was going round and round like mad. I then discovered from speaking to someone else that it was likely I had a water leak. The water board are only responsible for the pipes up to the end of the road, the pipes which go down the communities private road are the residents responsibility. I’ve been in contact with the communitiy on a number of occasions and it’s now been 2 months and nothing has been done, therefore I have not been able to stay there for this long.
Is this something I should be paying for out of my own pocket? I’m not sure whether it’s worth mne seeking legal advice. My water bill is going to be massive as well as paying the costs for digging up the road and fixing it.
