I got mine in Motril, Granada and it took about five minutes to submit the form and two minutes to pick it up when it was ready - no queueing and no hassle whatsoever (although it did take two weeks to come through). Maybe there is a lesson in that, and you should avoid major cities if you can. You don’t have to go to the comisaria nearest to where you intend to live to apply, but you will need to pick up the certificate from the same place that you applied, so it’s easier if it’s somewhere you are likely to be passing. By the way, you can open a bank account before you have your NIE.
