Do Pay As You Go cell phone services allow for SMS texting?

Hi,
My teen is relocating to Valencia for a year.  We’re trying to set up her cell phone so that she can communicate with her host family.  We will purchase a SIM card in Spain but read a post here that mentioned not being able to text unless there is a contract with the company.  Since she is too young to enter into a contract, we’ll want a pay as you go service.  Does anyone know of a pay as you go service that allows for texting?  Also, if she has an Internet enabled phone, will she be able to use it?

yes it dose but pay few cent are per buy 100 text for few euros

Hi,

Vodafone, Movistar and Orange are the main operators out here and all have PAYG phones available. Texting is a way of life here so no problem.
Internet access via cell phone depends on where exactly you are. In the major cities no problem 3G and 3.5G systems are covered but out in the sticks it’s a different story. In some remote villages (like ours) it is sometimes necessary to walk to the end of the street to send a text or make a voice call…

Text and voice calls to other operators incur charges for both the sender and the recipient; it can be particularly expensive when making cell phone calls to other countries.

A new law comes into being on 1st November 2009 whereby all PAYG phones and Sim Cards have to be registered to a specific name and address and proof of address is required when registering existing phones. Supposedly it is all to do with the ‘Fight against Te**orism.’ Unregistered and hence untraceable cell phones supposedly were used to trigger the b*mbs on the Madrid Commuter trains…

Thank you so much for your responses and the valuable information! I will check with the host family to see which operator they are using in order to keep the communication charges to a minimal.  We plan to set her phone calls to the US up via Skype.  Let me know if you have a better suggestion.
