Question about qualifications for a TARJETA DE RESIDENCIA DE FAMILIAR DE CIUDADANO DE LA UNI?N EUROPEA

Hey everyone,

  I am a American citizen living in Madrid.  I have a residencia card for my work here, but ive just gotten married and my wife is a british citizen.  My mother would like to come and live in Spain, and im wondering if we could apply for a TARJETA DE RESIDENCIA DE FAMILIAR DE CIUDADANO DE LA UNI?N EUROPEA for her.  I was not able to discern whether or not in-laws count or if they do, whether they have to be “dependant” in-laws or not?

Can anyone lend any clarification?

spouse or registered partner
minor children
or dependent single children
dependent parents.

as your card is the regular residence /work permit
your mom has to depend on you economically
is your salary and flat big enough for your mom to move in?
does your mom receive some kind of pension?
