English couple want to marry in Madrid?

Hi all,

I am writing this post in a completely desperate state.
The last thing I can find on this topic was posted in 2006 and perhaps the laws have changed since then because im certainly getting mixed answers everywhere i look.

Basically the situation is this:
My friend and her partner both being English and living in England want to get married here in Madrid. They do not want a big church wedding only a civil registry perhaps outside in Madrid with roughly 10 guests. Everything i can find regarding two foreigners getting married in Madrid mention that they need to have their ?empadronamiento? for Spain dating back at least 2 years. They do not live in Madrid and do not have plans to live in Madrid they just want to get married here (looking at 2012) as the city holds very special significance for them.

Please can someone help me with this? I just want to know first of all if it is possible and secondly how to go about it.
I need to start gathering prices for the literal translations of birth certificates etc if it turns out that yes they can do it.

I find it very hard to believe that they could get married in any other part of Spain, on the beach etc but not in Madrid.

If someone can help i would VERY much appreciate it!

Thank you but when I call the ministry of justice they then direct me to the civil registry who then direct me back to the MoJ and no one seems to know anything!
Does anyone know anything more concrete?
