use of toilets in restaurants, bars and cafes

Hello everyone,

Someone told me about a law about using toilets in restaurants, cars and cafes. The business are obliged to allow anyone to walk in (not as paying customers) and use the toilet. It is therefore illegal for the business to say “no”. Is this true?

I do not want to be mean but there are at least half a dozen of people that uses the toilet (not as paying customers).

Can someone advice?

Toilets in cars?

Don’t know about the legalitiies but Starbucks put a code on their til receipts in Spain which is the access code for the toilet lock. No receipt, no use of toilet…
