In a Community of several blocks of apartments there is one block in particular that has three floors (2 apartments on each of ground and first floors and one penthouse on the top floor) but no lift. Access to all apartments is via communal stairs. The occupier of the top apartment wants to install a stairlift to get access. What permission, if any, does she need. She would be paying all the costs herself. Can she go ahead anyway…or need a majority…or need all the block’s owners to agree. She is registered disabled.
