Could anyone help with advice please..

If community of owners is only formed for 2 years(2010 and 2011),can they make you to move your antena,take your glass curtins away(but in same time community president can keep his antena and glass curtins-even thought it is 3 times bigger then mine ) if I had them built or istoled 3 years ago before community was formed..
