I have purchaed a second hand car in Spain legally must I complete the change of ownership forms?

Assuming it is a Spanish reg vehicle then, in a word…Yes!
If it is a Brit reg and the road tax or MOT have expired, the vehicle is totally illegal in Spain or elsewhere in Europe and you can expect a great deal of hassle from DVLA when trying to comply with their requirements. A Spanish ITV cert on a Brit reg vehicle is totally meaningless and not worth the paper it’s written on AND the vehicle must be returned to the UK for a new MOT examination; you cannot however drive the vehicle to the UK to do this it must be transported.
For vehicles registered elsewhere in Europe the answer is still yes, but the procedures may be different

In the case of a Spanish reg vehicle, if you purchased the car from a dealer he should have handled all of the aspects of the change of ownership and paid the fees and taxes on your behalf as they normally included in the purchase price. If you have to do it yourself I would suggest using an abogado or a private company handling change of ownership matters. You will need proof of purchase and the previous owners name, address and NIE or DNI number. In purchasing the vehicle you have become legally responsible for any outstanding fines or liens on the vehicle.
