it is working but for eu nationals in spain, is misleading. if you are staying in spain for longer than 3 months you need to be on the foreigners’ register (like the old residencia). You don’t need a work contract to stay or to get on the register.

correct. it is indeed oriented to non-EU nationals, since for EU nationals the procedure is rather easy, not complicated and/or time consuming, or if it is so(which is probably a bit) it is still much less for americans or third country nationals
